Klockars(1984) has described police control as having four major elements:
authority, power, persuasion, and force. Authority is the unquestionable entitlement（應得的權利 to be obeyed. Power is held by the organization, is drawn upon by the

defeated. Persuasion involves the use of symbols, words, and arguments to

In recent years, the public is highly
concerned for the legitimacy and effectiveness of surveillance in crime
prevention. 近年來, 大眾極為關注監聽/視在犯罪預防上的合法和效益 With the development of the
science and technology, eavesdropping and surveillance play more significant
roles in policing. 隨著科學科技的發展, 監聽和監視在警政上扮演更重要的角色
First of all, if the burglary case happens
in our community, the police can use (real-time) surveillance camera to
find/trace the suspect in a short time. 首先, 假若有闖空門案件發生在我們的社區, 警方可以使用同步的監視器在短時間內找出/追蹤到嫌犯Second, once a person shoplifts
some precious items in the stores, the police can use surveillance tapes in the
